During a discussion about a proposed amendment to “assault weapon ban”, things heated up. A proposal from Congresswoman Michelle Fischbach is on the table to add an exception to the ban on pistol stabilizing braces. Congressman Cicilline objected at this point and pointed out the dangerous and scary details of a stabilizing bracelet. But it didn’t work out as he had hoped.

A Congressman Equips a Stabilizing Brace with Bumpstock and is Immediately Called Out
As read at the desk, the amendment from Mrs. Fischbach states:
“This act should not have any additional limitations on import, sale, manufacture or transport of a pistol with stabilizing brace.”
The amendment was designed to allow disabled shooters and veterans to still have access the large frame pistol accessory.
Cicilline’s objections to the amendment stem from his belief that a stabilizing bracelet converts a pistol into a fully automatic. He even claimed that the brace is a bump stock in his statement.
Cicilline points to a picture showing an AR pistol and says, “This stabilizing brace which is depicted in this image, when attached here, it turns the weapon into an automatic weapon.” It is a bump stock. It will allow it to fire like an automatic weapon.
Congressman Massie quickly pointed out that a stabilizing brace is not a bump stock and it is not even a stock.
He stated, “The Democrats have been so zealous in banning everything that has to do with guns and every gun that is available that I’m afraid Mr. Cicilline has got his gun features mixed up.” He just called the arm brace, which is worn by people with disabilities, a bump stock. It’s important to understand the implications of banning these items if you want to ban them.
He continued, “It’s not a stock or a bump stock.”
To be clear, the ATF states that if the brace was considered a stock, it would make the pistol a short barreled rifle. The owner would then be subject to a $200 tax stamp as well as an enhanced vetting process.
Cicilline should have quit while he was behind
Cicilline continued to illustrate his point in an effort to make his point.
Cicilline said, “This stabilizing brace when combined with a buffer tube operates as a bumpstock.”
To be clear, all AR-type firearms come with a buffer tube. The buffer system cycles the bolt carrier group and reduces recoil. The buffer tube also allows for the attachment of a stock to the rifle. According to his logic, all AR stocks can be attached to the rifle with a buffer tube.
Congressman Massie tried to clarify the amendment.
He said, “Here amendment has nothing to do the bump stock!” It isn’t a bump stock that can even function in your wildest dreams! It doesn’t work this way! One is a stock and one is a brace!”
Massie, understandably frustrated by the exchange, asks them if they would accept an amendment once they have understood the difference.
“I would like to ask this. If they discover that it’s not a bumpstock, would the Democrats be open to the gentlewoman’s amendment? They could look at Wikipedia or a picture and quickly see that the woman’s offer has nothing to do a bump stock. He said that it was only about stabilizing the grip of a pistol for someone who is otherwise unable.
Cicilline was then asked the same question again. He replied, “The internet’s going to help you in approximately five minutes.” Because you’re going to be famous.”
Cicilline maintained his claim that an AR pistol can still be converted into an automatic weapon by the brace.
Massie gave up his time and urged Cicilline to get Wikipedia online as soon as possible, because the “internet will educate him.”
What is a Stabilizing Brace?
SB Tactical designed the stabilizing brace to give disabled shooters an extra point of contact. While the brace was designed for disabled shooters, many people enjoy the extra control and accuracy when shooting recreationally.
According to the SB Tactical website: “SB Tactical(r), Pistol Stabilizing braces are only designed and intended for use as forearmbraces. Our braces can be used on a variety of firearm platforms. They offer all the benefits of a handgun but with an extra point of contact. This gives you greater control, stability, and accuracy. Our braces are available in fixed, adjustable, and side-folding versions to enhance the performance and aesthetics of large frame pistols.
A stabilizing brace does not alter the operation or action of a rifle-caliber pistol. It provides stability and control by providing a second point for contact. It is not considered a buttstock or shoulder stock. It would be re-classified as a short barreled rifle if it was so and would require a $200 stamp.
What is a Bump Stock and how do you define it?
Bump stock is, however, a stock as the name suggests.
It allows you to fire a rifle by simply keeping your trigger finger still. The forward pressure of the non-firing hand will move the receiver forward within the stationary stock and push the trigger against your trigger finger. It basically “bumps” trigger against trigger finger.
The receiver is moved forward by the non-firing hand once the recoil has sent it back into the stock. For the next shot, the non-firing hand “bumpers” the trigger against its trigger finger. The rifle will continue firing as long as there is forward pressure from non-firing hands.
It fires quickly, much like an automatic, but it doesn’t change the action.
A stabilizing brace does not include a bump stock. It stabilizes the firearm via a second point. This is why the name.
We hope that Cicilline now realizes that a stabilizing bracelet does not make a pistol automatic. It will remain “fully semi-automatic.”
