April 13, 2022. The Biden Administration, acting through Bureau of Alcohol, Tobacco, Firearms and Explosives, is moving to ban direct sales of unfinished firearm frames and receivers. This week, the Biden administration released the final ruling on ATF 2021R05, “Definition Of ‘Frame or Recipient’ and Identification Firearms.” The ruling will effectively end the distribution of “80% kits” and require FFLs or gunsmiths to serialize such kit upon acquisition. The rule will take effect 120 days after publication in the Federal Register. It is imperative that firearm retailers and manufacturers review the ruling and evaluate their manufacturing, serialization, and recordkeeping processes in order to comply with the new regulations. A seminar will focus on the ATF’s new policies regarding unfinished receivers at the 2022 Firearms Industry Conference, April 26-27 in Atlanta (Georgia). ATF executives will discuss the new ruling at the FIC seminar/discussion and answer questions. Agency personnel will also be available for questions during private FFL/ATF meetings and scheduled breakout sessions. Orchid LLC will host the seminar/discussion.
