The U.S. House of Representatives is taking extraordinary measures to ensure that pro-gun senators can block David Chipman’s confirmation as Biden ATF nominee in the U.S. Senate vote. U.S. Rep. Matt Rosendale, R-Mont., introduced a resolution to impeach Chipman earlier this week. ), introduced a resolution to impeach Chipman if the Senate fails to kill his nomination. Nearly a dozen Republican cosponsors currently support the measure.

House Resolution Would Impeach Chipman
The resolution states that the people of the United States have an unquestioned rights to keep and bear arm, as enshrined by the Second Amendment of the U.S. Constitution. This was affirmed by the Supreme Court of the United States, District of Columbia v. Heller. “David H. Chipman’s statements and employment history show that he does NOT support and defend the Constitutional right of Americans keep and bear arms and intends use his position of Director of the Bureau of Alcohol, Tobacco, Firearms and Explosives to violate and abate the Second Amendment rights of Americans.
The resolution’s text is accurate. Chipman’s recent employment in gun-ban organizations and his questionable answers during his Senate confirmation hearing late May had many Second Amendment supporters scrambling to kill his nomination and get President Joe Biden a replacement nominee.
Massive Anti-Gun Resume
Chipman’s role in Mayor’s Against Illegal Guns, his year since leaving the ATF was to support, advise and train other groups that advocated for anti-Secondary policies.
The Brady Campaign, Coalition to Stop Gun Violence and Joyce Foundation are all examples of amendment polices. Chipman was also the senior policy advisor for Giffords, a gun-ban group. This group believes that the Heller case was wrongly decided by the courts and that the Second Amendment does not protect an individual’s right to keep and bear arm.
Chipman’s unprovoked attack against gun owners, particularly those who bought their first firearm during the COVID-19 pandemic is well-known. Chipman was supporting some states and cities that had shut down gun ranges and stores during the pandemic. He took the opportunity to mock law-abiding Americans who made the decision to defend their families and themselves.
Chipman stated in a newspaper interview that if you keep it open, there is the possibility of first-time buyers who are largely buying fear and panic, and untrained. “If we can see how terrible this crisis is, the people who have hoarded guns might decide six month from now–once there are no zombies around but they have run out of tuna or beef jerky-that they need the money for food.”
The Second, nor the First
Chipman also demonstrated that he doesn’t respect the First Amendment in a 2019 interview with BBC. He referred to freedom of speech as a “frustration” and should be regulated.
“The frustration is that in the United States the freedom of speech, and to say things largely cannot regulated,” he stated. He was referring to the inability of American law enforcement to confiscate firearms from citizens based on statements they made which could be considered to be hateful. “But, yes, we must do more to monitor hate speech online.”
Rep. Rosendale made a prepared statement regarding his resolution. This led to the resolution to impeach Chipman.
Rosendale stated in the statement that “the confirmation of David Chipman as the ATF director would be a direct threat the second amendment rights and the rule of laws.” “Not only has Chipman given false testimony before Congress, but his statements regarding gun control are evidence that his approval would be a failure in support and defense of our constitutional rights.” Both are impeachable offenses that Congress should consider removing if he is appointed.”
