Hemphill was a great American pistol shooter. Hemphill was 10 times National Police Pistol Combat Champion, and 2 times NRA Precision Pistol Champion. Hemphill won the.22 LR Rimfire Pistol Championships at Camp Perry, 2019 (above). Philip Hemphill was a Captain with the Mississippi Highway Patrol for 30 years before retiring in 2011. The Shooting Wire recalled his remarkable history in the National Police Pistol Combat series (PPC). “Hemphill shot in 1985 his first PPC at Des Moines, Iowa. He competed each year [except for 2005] until 2008, when he became a referee. In 2008, Hemphill returned to Albuquerque to compete as a shooter for one final time and won his tenth championship. Hemphill competed for Lapua and Team Zero. He also represented Rock River Arms and AimPoint.
