Mailers must adhere to the Gun Control Act of 1968 and all provisions of 18 U.S.C. postal law. 1715, as well as all other federal and state regulations and ordinances affecting firearm movement. The following applies as well:a The Postal Service might ask the mailer to open packages containing firearms or air guns, or to give written certification that the weapon is not concealed (see note 1).
b. Shotguns and short-barreled rifles that can be concealed on the body are not mailable.
c. No markings of any type that indicate the contents of mailpieces containing firearms may be placed on the outside wrapper of any container.
d. Mailable matter must comply with DMM 601.1-7’s general packaging requirements.
e. All regulated firearms must not be shipped between licensed dealers, manufacturers, importers or other parties, except for those shipments that are made between licensed dealers, manufacturers or importers.
Unloaded rifles and shotguns can be sent, except as provided for in 431.2. Mailers must adhere to the rules and regulations of 27 CFR, Part 478 as well as state or local laws. The USPS may require the mailer to prove, either by opening the parcel or writing certification, that the rifle/shotgun is not loaded and is eligible for mailing (see note). These conditions apply as well:a. Rifles and shotguns can be mailed to any state, territory, or local regulations subject to certain conditions. These items must be: b. A rifle or shotgun owned or imported by a non-FFL can be sent outside the state of the owner’s residence in care of another person in that state where he/she intends to hunt, engage in any other lawful activity. These mailpieces must be: d. Mailing rifles or shotguns between licensed FFL dealers and manufacturers is not prohibited. The Postal Service recommends that these items are mailed using a class, product, or Extra Service that allows tracking and signature capture at delivery. Except as stated in 432.3a, licensed collectors of curio or relics may mail firearms that meet the definitions of curios and relics under 27 Cf. 478.11 domestically to licensed FFL collectors and curio collectors in any state. These items must be sent using a class, product, or Extra service that allows tracking and signature capture at delivery. Firearms that meet the definition of a rifle/shotgun under 431.4 and are certified by a curator of a state, municipal, or federal museum that exhibits firearms as curios or relics for museum interest may be accepted for mailing. Mailable are air guns (see 431.6), that do not fit within the definition of firearms in 431.1a. An adult signature service must be provided under DMM 503.8 for any shipment that contains an air gun with a muzzle speed of 400 feet per second (fps). Here are some additional tips for shipping long guns via USPS. To ensure that the Post Office staff does not ask for confirmation, bring a copy the FFL holder’s license.

Handguns can be sent by a licensed manufacturer, licensed dealer of firearms or licensed importer of firearms. However, they must be addressed to someone in one of these categories to be used in the person’s official duties. Officers of the Army Coast Guard, Navy, Marine Corps or Organized Reserve Corps.
b. Officers of the National Guard, militia, or state police of a territory, state, or district.
c. The officers of the United States, of a territory, or state, whose official duty it is to issue warrants for arrest or commitment.
d. USPS employees authorized and supervised by the Chief Postal Inspector.
e. Employees and officers of enforcement agencies in the United States.
f. Watchmen who guard the property of the United States.
g. Purchasing agent, or another designated member of agencies employing officers, employees, and listed in 432.21c through 432.23 Manufacturers Dealers and Importers
Handguns can also be sent between licensed manufacturers and licensed dealers of firearms or licensed importers of firearms in customary shipments or for repairing or changing parts.
